President Barack Obama is expected to sign an executive order issuing work permits to 5 million illegal immigrants on Friday and announce his decision the night before during a prime-time television address.
The move is expected to cover illegal immigrants who were brought to the U.S. as children and also parents of American citizen children. As many as 5 million illegal immigrants would be saved from deportation under the plan, several news outlets have confirmed.
Obama will follow the long-anticipated declaration with a Friday event at a Las Vegas, Nevada, high school where he will rally the Hispanic activists who are an important demographic in the Democratic Party.
Today's news reignited fury among congressional Republicans, with House Speaker John Boehner comparing Obama to a king on twitter.
'President Obama used to say he’s “not a [king]" Now he’s changed his [tune] on #immigration #amnesty,' he wrote, substituting pictures for 'king' and 'tune.'

The White House posted a video Wednesday afternoon on Facebook in which a casual, jacketless, Obama sits on the edge of his Oval Office desk and explains his rationale.

'Everybody agrees that our immigration system is broken. Unfortunately, Washington has allowed the problem to fester for far too long,' he says on the video.

'And so what I'm going to be laying out is the things that I can do with my lawful authority as President to make the system work better, even as I continue to work with Congress to encourage them to get a bipartisan, comprehensive bill that can solve the entire problem.'

On the White House's website, a new page now highlights the administration's plan and urges Americans to watch the president's announcement Thursday night.

'This is a step forward in the President’s plan to work with Congress on passing common-sense, comprehensive immigration reform,' a message there reads.

'He laid out his principles for that reform two years ago in Del Sol High School in Las Vegas – and that’s where he’ll return on Friday to discuss why he is using his executive authority now, and why Republicans in Congress must act to pass a long-term solution to immigration reform.'

The president will make his formal announcement on Thursday however, during an 8 p.m. address to the nation. Few Americans are likely to see it, though, as it will not be carried by major networks, according to CNN media reporter Brian Stelter.

Stelter explained on twitter this afternoon that the White House did not request that ABC, NBC or CBS air his speech, and therefore only Univision would broadcast it live.

The White House said on Wednesday afternoon that its Facebook message reached 1.5 million people in the first hour alone, though, showing intense interest in the issue among the American public.

Obama spokesman Josh Earnest also divulged that the president would host 18 Democratic lawmakers at the White House tonight to walk them through his planned actions.


Earnest told reporters that he did not anticipate that there would be any horsetrading during the dinner, as the president has already made up his mind about the bulk of his plans.


'This is more of an opportunity for the president to share his thinking with those who share his values on these issues, not really a negotiating session,' Earnest said.


One Democratic congressman with knowledge of the president's plans suggested on Tuesday night that Obama would protect parents of children who are citizens.


Senate Majority Leader Harry Reid said on the upper chamber's floor on Friday that the executive actions would affect immigrant populations who 'have deep ties in America, are law-abiding and have children or spouses who are U.S. citizens or permanent residents.'


Meanwhile, immigration groups said the White House on Tuesday held conference calls with them to alert them to the president's coming pronouncement but did not give them any specifics.


'They're setting expectations, making it clear he has the legal authority to do what he's going to do, but that he's not going beyond his authority, as some advocates would like,' a source familiar with the calls told The Hill.


Texas Republican Sen. Ted Cruz, who is among the GOP's most strident opponents of Obama's immigration approach, responded to Wednesday's news with a scathing essay in Politico, saying that the new Congress should punish the White House.


'If the President announces executive amnesty,' Cruz wrote, 'the new Senate Majority Leader who takes over in January should announce that the 114th Congress will not confirm a single nominee – executive or judicial – outside of vital national security positions, so long as the illegal amnesty persists.'
Obama's plan, he wrote, is 'lawless. It is unconstitutional. He is defiant and angry at the American people.'
'If he acts by executive diktat, President Obama will not be acting as a president, he will be acting as a monarch.'
Two House Republicans asked Obama on Wednesday in a letter to postpone his executive order, and said that they will use congressional authority to try and stop him.
'Instead of proceeding with ill-advised executive action, we implore you to work with Congress to enact legislation to address our broken immigration system,' wrote House Homeland Security Chairman Michael McCaul of Texas and House Judiciary Chairman Bob Goodlatte of Virginia.


'We strongly urge you to respect the Constitution and abandon any unconstitutional, unilateral executive actions on immigration. Let's secure the border, enforce our immigration laws in the interior of the United States, and build a broad consensus for immigration reform.'


'Otherwise,' the pair added, 'as the chairmen of the committees with oversight over border security and our nation's immigration laws, we will be forced to use the tools afforded to Congress by the Constitution to stop your administration from successfully carrying out your plan.'


The White House blew off the threats on Wednesday, pointing out that Obama could veto any sort of legislation that Congress passes curtailing his authority.


And while speaking directly about Cruz, Earnest also called on Republicans to 'put 'the interests of the nation above partisan political ambition,' just like the president is doing and has done since the midterm elections.

Democrats were quick to get behind Obama on Wednesday, with Washington Sen. Patty Murray praising the announcement minutes after the White House tipped its hand.
'The system has failed, so now, it’s time to act,' Murray said on the Senate floor. 'President Obama has made it clear that because the House refuses to act, he will take Administrative Action before the end of the year to improve our immigration system – and I support his decision to do that.'
'Administrative action is a band-aid,' she said, 'but it’s better than nothing. And nothing is what House Republicans are offering.'
Likewise, Reid, who earlier this week asked Obama to hold off on action until a fight over spending had concluded, then changed his mind and urged him to act, lauded Obama today for choosing his state to hold Friday's in-person event in.
'This is personal to me,' Reid said in a statement. 'There is no issue I have worked on more in my time as Democratic Leader, than immigration reform.'
Touting the economic benefits of reform, Reid struck out at Republicans, who he claimed 'have ducked, dodged and skirted taking up legislation this Congress forcing President Obama to act administratively.'
By Reid's calculations, the Senate passed its comprehensive reform bill 510 days, or 73 weeks, ago and the House still has not followed suit.
'We passed a bill. The President would be happy to sign a bill. But because Republicans have refused to legislate, the President is taking what steps he can to keep families together and enforce the laws.
Reid said he 'strongly' supports the measures the president is preparing to enact because the will refocus 'law enforcement resources on real criminals.'
'We have waited long enough for House Republicans. Since they won’t act, the President should, and he will,' Reid said.

The White House had declined on Tuesday to say if Obama had made any concrete decisions about the contents of his executive order even after it was evident that he already had.
Congressman Luis Gutierrez implied on Monday that Obama had mostly made up his mind, telling MSNBC on Monday that the president's declaration is 'going to be big.'
'I don't want to say more than that. I've been, as you know, we've spoken before. I said it was going to be at least five million before. And it seems that that's going to be a number that we're looking at,' he told network host Alex Wagner.
'Look, I cannot tell you any more than that,' he added.
By Tuesday evening he seemed more sure of the president's plans, telling Fox News Channel host Bill O'Reilly that he thinks the president will issue two-year work permits to migrants with citizen children.
'I think, Bill, the president is going to choose between five and 10 years, that is that you have to be in the United States for five to 10 years and you have to been working here, and you are going to pay for [a] background check,' Gutierrez divulged.
'You're going to submit your fingerprints and if they come back clear, he is going to give you a work authorization for two years and a Social Security card. He's going to put you on the books paying taxes.'
That provision, Gutierrez said, would protect 3 million people from deportation. Other measures would provide pathways to legal residency for agricultural and high tech workers.
Bloomberg News also affirmed that the federal government would give 29-month work permits to foreign graduates of U.S. universities with STEM degrees – those in science, technology, engineering and math.

Multiple news reports last week revealed that Obama was considering a sweeping executive order that would have allowed the parents of illegal immigrant children to stay in the U.S. indefinitely, as well.
More recent previews would indicate that the president has backed off from that measure, which Obama himself had said would be illegal.
Obama, a constitutional lawyer, had in the past excused himself from halting deportations for large swaths of immigrant populations because the president is neither a 'king' nor an emperor.
And while he has already ordered immigration officials to stop deporting many illegal immigrants who arrived in the U.S. as children, Obama said an expansion of that order to their parents or the entire illegal immigrant population in the U.S. would exceed his authority as president.

The old statements prompted a sparring match between the White House and reporters this week, with White House spokesman Josh Earnest refusing to say during his daily briefing on Tuesday whether Obama had changed his mind about the power of the presidency.
He also refused to provide legal justification for Obama's planned actions, telling reporters they'd have to wait until a formal announcement was made to receive supplemental materials.
On Wednesday he told reporters they'd have to wait until after Obama's prime-time address to have those questions answered while asserting there was a 'strong legal foundation' for what he planned to do.
He also said Obama was always 'wiling to examine the law, review the law, and make progress for the American people.'
The president is 'confident' in the steps he is taking and that they will be 'good for the country,' Earnest said at another point.
'Despite some of the concerns that have been raised by Republicans, we know that these steps are going to strengthen national security, they're gonna strengthen the security at the border, they are going to strengthen our economy, and they will do something to address a lingering problem,'he said, which is millions of people living in American under the shadow of deportation.
Speaking to reporters in Brisbane, Australia, on Sunday, said the Office of Legal Counsel has concluded that he does have power to reallocate resources and reprioritize which categories of illegal residents will be deported first 'since we can’t do everything' and that is why he decided to act after.

Republicans in Congress disagree with his legal assessment, though.
'If "Emperor Obama" ignores the American people and announces an amnesty plan that he himself has said over and over again exceeds his Constitutional authority, he will cement his legacy of lawlessness and ruin the chances for Congressional action on this issue – and many others,' Michael Steel, a spokesman for Boehner, said in an email to reporters on Wednesday morning.
Alabama Sen. Jeff Sessions, another vocal opponent of Obama's 'amnesty' measures, made a similar case on Wednesday afternoon.
'Apparently we now have an "Emperor of the United States," 'he said after restating Obama's past claims.
'President Obama’s immigration order would provide illegal immigrants with the exact benefits Congress has repeatedly rejected: Social Security numbers, photo IDs and work permits—which will allow them to now take jobs directly from struggling Americans in every occupation.
'Congress must not allow this unconstitutional action. That means Congress should fund the government while ensuring that no funds can be spent on this unlawful purpose.'
GOP lawmakers have are actively looking for ways to block his executive actions. including filing charges against him in court.
The leading strategy, which Sessions referred to, is to insert language into a crucial spending bill that would require the president to follow immigration laws or risk having the Department of Homeland Security's funding rescinded.
Boehner said at a press conference last week that 'all options are on the table,' however, and Republicans still hadn't agreed on a strategy to challenge Obama.





Senate Minority Leader Mitch McConnell has stated in no uncertain terms that a government shutdown is completely out of the question, and conservatives in the House have agreed with him.
The White House has refused to engage on the possibility of a shutdown, pointing to the GOP's statements that it isn't under consideration, though Earnest made the point of saying today the White House takes a 'dim view' of the angle the GOP is thinking about taking instead.
'This is not an effort to provoke a stand off' over the spending bill, he argued, saying moments later that he's fairly certain that whenever Obama acted on immigration senators who oppose him would have 'raised a ruckus.'
Still, Majority Leader Reid attempted to use shut down rumors as a cudgel against Republicans on Wednesday when he addressed the issue today on the floor of the Senate.
'Some Republicans are threatening to shut down the government again and others just want to undo what the President will announce,' he stated. 'But this isn’t about Republicans and the President. This is about where Republicans stand with the immigrant community.'
Reid said that despite Obama's actions, it's still important for Congress to pass comprehensive immigration reform.
The president's actions will give them 'a line to come forward, be recognized, and get in the system,' he said. 'It does not and cannot give them green cards of put them on a path to citizenship. Only Congress can – and must – finish the job by overhauling and rewriting immigration law.
'I want to be clear – executive action is not a substitute for legislation,' he said.

Any other Executive Orders made by heads of states had effected the country like a SWEET SUMMER BREEZE hardly noticeable,
this edict of Kenyan logic will effect the US like a SLEDGE HAMMER HURRICANE. It, this method, has the approval of only 30%
of the populace. Why did it occur that the United States & Canada became two of the most prosperous nations in the world while everything below the Rio Grande is a card carrying hodgepodge of 3rd World cesspools. My guess is that the US & Canada were established as Anglo-Saxon Commonwealths.

The hopes of the congressmen who produced the Immigration Act of the 20's were badly damaged by Johnson in the 60's are are now gone forever, because of the Anti-American elections of 2008 & 2012.

I still don't understand the legality of this.

If the POTUS stood up tomorrow and issued an executive order that he was now allowed to publicly execute any citizen he likes, that still wouldn't make it legal. How is this any different? He has no Constitutional authority to grant amnesty to anyone by himself. Christ, he has even said so himself...multiple times.

Of course, the dimwits don't understand the dangers of suddenly allowing one Congressional chamber to pass whatever laws they want instead of going through the proper process. I'm sure dimocraps would love it if a GOP president stood up and said "I've decided to overturn Roe v Wade. The House of Reps might back me on it, but who really gives a fuck what they or the Senate thinks? I'll just issue an executive order even if they vote against it and it'll become law."

Is this beginning to sink in yet for some of the resident idiots? Just a little bit? Maybe some of his dumb ass minions are starting to see what this guy really stands for and how it goes against all the checks and balances the founding fathers intended, but I doubt it. They won't until it's too late...and when there is major civil unrest with thousands of illegal immigrants flooding the streets of every city, they'll blame the situation on corporate greed or the Koch brothers. Or, something.
