Hoyer has a winning record even though he has shit around him. People thought that Hoyer was the problem, but he can now argue that the Browns would have done much worse without him, making him more valuable

The game was too fast for him and he doesn't have the arm talent to run around and throw it like he did in college. It's a huge transition for him to learn how to play in a pro-offense and if he does that fluttering deep ball is going to keep him pretty limited.
