The NFL game is always changing. Sometimes changes are made for the better and sometimes the changes don’t go over as well as planned.


The NFL will continue to look at their rules this offseason and will make changes as they feel necessary. One big debate set for this offseason is instant replay and how it relates to penalties that were or were not called on the field.


NFL Media’s Judy Battista spoke with Troy Vincent, the NFL’s executive vice president for football operations, who explained that the league is receptive to change but is also hesitant to open “Pandora’s box.”


“We do understand reviewing what was called on the field,” Vincent said. “For a coach to potentially challenge something that was not called, we run the risk of creating fouls. ‘Yeah, that was a hold. Yeah, that was an illegal hands to the face.’“


Will the NFL give the replay official the power to overturn judgement calls, like defensive pass interference, that are made on the field?


“We saw 12 different proposals on replay, which means it’s something we have to look at,” Vincent added. “You want to get it right but you could be creating fouls. And long term, if we start here, you just continue adding year in and year out and is that what you want? You don’t want to go down the road of opening Pandora’s Box and this year it’s expanding this and next year it’s expanding that.”


Defensive pass interference enforcement is a topic to watch in the wake of the Lions‘ controversial playoff loss to the Cowboys. Vincent suggested an alternate solution to replay that would make PI a 15-yard penalty rather than a spot foul. There’s concern that making pass interference reviewable would undermine game officials, who have to make difficult calls in real time.


Because they are talking about giving replay officials the power to change PI calls, they are also flirting with the idea of making pass interference a 15 yard penalty instead of a spot foul. Seems like a pretty big jump to me and I don’t think that will be settled this off-season.


How often is the game going to be stopped to look at potential missed penalties and how will that impact the flow of the game and in turn how strict referees will call a game?


They talked about opening Pandora’s box and this is going to be an extremely interesting issue to follow this off-season. How much will the NFL change instant replay rules and how much will it potentially affect the game as we know it today?

They need to make defensive holding not an automatic first down.

Nothing more pathetic then a 3rd and 25 and the official calls a 5 yard defensive holding that turns a 3rd and 25 to a 1st and 10.

They need to make it like offsides. 5 yards and repeat the down.

Can't agree with you on this one. If the defenders guy made a move and went by him they would just reach out and hold because then it would still be 3rd and 20. Would you want to see 5 straight 5 yard holding calls?

I don't have a strong oppinion either way on whether pi should be 15 yards or a spot foul , but it should be different from defensive holding (which it is) so if they change pi they'll also have to change holding so that they are different. ....BUT , in no way shape or form would i be in favor of using replay for penalties.

i don't believe what you bring up would happen very often if at all.

I use to be one for PI being a 15 yarder, but it should stay as it is. If it is just a 15 yard penalty, you will see so much more pass interference - any long ball thrown will be a PI if the defender is just somewhat best.

I hope the rule does not change. They should work on changing other rules (like being able to review any play).

Plus they talk about speeding up the game, when they do the opposite

You can't even go to some baseball games, 3+ Hours

15 yd penalty for sure. it works fine in college. Nothing worse then seeing a game change on a long pass from a team that can't move the ball, get awarded a 50 yd penalty . The fact that league has taken away so much of the opportunity for defenders as it is, makes more of these huge penalties happen all too often .

they need to change the half the distance to the goal penalty

1st and 10 at the 10 holding is only 5 yards so 1st 15 line to gain 20

make it 1st and 20 from the 5 line to gain 25

move the yard to gain line the the other yardage so its still a 10 yard penalty

IMO, the NFL should be a 15 yard penalty.........I don't like when a qb bombs the ball down field knowing there's a good chance the defender will get a flag for PI

I agreed with Chop when I first read his post but then read yours and you make a good point also. How about they make it a 15 yard penalty instead of just 5?

No, I think it should be a spot foul absolutely! Theres nothing worse in the college game knowing he's beat and just tacking out the WR to save yards...

and also, with the way they call it so tight it's a shame that a 7 yard route would be a 15 yard gain. it's perfect the way it is

15 would be better than 5. Sometimes it's hard to see the difference between holding and PI.

It should be a spot foul and repeat the down (unless spot is beyond 1st down, then 1st down).

I don't want to see a 10 yd pass int be a 1st down when it was 3rd and 12.....but don't take the down away, now 3rd and 2 no one complains.

I agree with this completely. They have claimed to speed up games for 5 + years with rule changes and I personally think almost every sport is longer than before. Granted some of this is due to tv timeouts/etc among other things.

They should make it a hybrid... because corners will take advantage of it and if they get beat just take the 15 yard penalty, which would suck. Intentional pass interference spot foul, minor infraction 15 yards. I think that would solve both problems.
