    He was a drug involved person.

    The reports are he was a drug addict and a street level dealer.


    His interactions with police escalated over the years because of his narcotics involvement.

    This needs spotlighting.


    Baltimore does have a serious drug problem, maybe the Heroin capital of the world according to the Discovery channel.

Rawlings-Blake said the settlement “should not be interpreted as a judgment on the guilt or innocence of the officers facing trial", but had been negotiated to avoid "costly and protracted litigation that would only make it more difficult for our city to heal".

    NEW A Maryland judge on Monday acquitted Baltimore police Lieutenant Brian Rice of involuntary manslaughter, reckless endangerment and misconduct in office for the April 2015 death of black detainee Freddie Gray. Baltimore City Circuit Court Judge Barry Williams handed down his verdict after a bench trial. Rice, 42, is the highest-ranking officer charged in Gray's death from a broken neck suffered in a police transport van.
