they need to explain why the video they posted was edited.
they also need to fire the cop and whoever edited the video. the department even admitted he didn't follow correct protocol.

In one section of the video, a tow truck driver can be seen walking toward Texas State Trooper Brian Encinia's cruiser before walking out of the frame. Fifteen seconds later, the same driver reappears and completes the same walk out of the frame as audio of Encinia speaking plays uninterrupted.

Cops definitely have a dangerous job, but I also think they're putting in the wrong people in those jobs, like returning veterans from Iraq or Afghanistan, & those guys have serious PTSD & take it out on us citizens.

She was a blossoming "Revolutionary", railing in sometimes long & rambling online videos she took of herself railing against ("coincidentally" enough) this very thing: "Driving While Black", perceived mistreatment of Blacks following traffic stops.
Valid point made above by Computer Group about cops sometimes being War Veterans with PTSD possibly even undiagnosed, hidden as best they can by them cuz many found Law Enforcement (LE) the only job they could get on their return back in the ravaged economy of 2009-2010ish...
Not sure if that was potentially a factor here but it undoubtedly is in many of these affairs.
What I feel certain is a PRIMARY contributing factor in this one (and others of these) is that there is a perception amongst many Blacks that grew up with Martin Luther King (MLK) taught to them as THE Pinnacle of Black Greatness and that now perceive the World as a Brand New Stage needful of MLK clones to right social wrongs...(mostly due to Social Media, this appearance of the World as A Stage upon which a New Black Revolution is playing out upon)...is that these Modern Day MLK wanna-be's they lack a key thing that MLK had and used to not get killed sooner than he did which was the intelligence to not resist LE.
