It's not even close. GW Bush. Had over 4000 people killed on his watch, failing to listen to intelligence about Al Queda, went into the wrong war and caused all the Middle East turmoil we see today, caused a stock market collapse and almost a depression. Obama's no bargain, but what he had to fix and follow was impossible. Unlike Bush, Obama's kept us pretty safe and has actually killed the lead terrorists that attacked us.
