5 second violation rule?

Can any basketball fans explain this rule to me? It seems like a useless rule from how I understand it. I mean shouldn't the shot clock already cover moving the game along?

NBA only applies when player is back-to-basket + dribbling.

New rule in NCAA this year --- if you're dribbling, there is no 5-second rule.

Even @ 30 seconds (NCAA shot-clock), I think you still need 5-seconds to encourage continuous play + aggressive defense.
