What happens if no one at the track has the winning superfecta wager?

The last race at keeneland today made me wonder about this? Any insight would be appreciated, does the track keep the entire pool?

Normally someone will have a winning ticket because the track will then break down the results to an 'all' ticket.....................for example say you have a super of 5-6-8-2...........and the order of finish is 5-6-8-11 and no one had this combo with the 11 in 4th place.

Now the track will pay 5-6-8- "all " ( for 4th )..........................so there is someone or many who wins
