What is the recourse for a person who is passed over for 10+ jobs without receiving as much as an interview?
The positions are city jobs and the person passed over is more qualified than the people hired and without going into too much detail, it can be proven pretty easy the person passed over is more qualified. For example, the person hired has never held the position before yet the person who didn't get an interview has 5+ years of experience etc.
Then when phoning HR, the lady answering the phone says "we try to hire locals first" then go from there. This person applying for the jobs is not from the local area but moving to this particular area.
