After all the Benghazi talk, one question remains that not one Democrat can answer

It seems like a very fundamental, easy, straight forward question but is never answered by anyone.

Troops were on the ground in the close vicinity waiting to fly in and engage to help fellow Americans. This is a verifiable fact. Why/who were they not allowed in and who gave that direct order? What is the reasoning for them not being allowed to respond?

I would like to provide this forum the opportunity to answer this basic fundamental question. Don't sidetrack. Just answer as straight forward as humanly possible.

According to the report .....Obama said during the attack" do everything to help our people". Then Panetta ordered military assets for Benghazi. Why didn't it get there? Doesn't seem to be a clear answer. Looks like the house GOP is blaming military now instead of Hillary....based on the report.
