How does out of country voting work for the presidential election?

I have a friend in Canada who recently became a US citizen, although she has never lived or worked in the USA. Is she eligible to vote, and if so, how does her vote get counted? There are not electoral votes for Americans abroad, at least to my knowledge. Does she get to pick which state her vote will count in? Any idea how she can register to be an eligible voter? Thanks.

You contact the county you are registered in and they will mail you an absentee ballot. I'm in the military and have voted from Virginia (I'm registered in Florida) for the last 8 years.

I don't think she's registered in any county as she's never lived in the USA.

Well, she has to be registered to vote. To do that you are "supposed to be" a resident of a community (although the Texas Supreme Court just ruled that it's illegal to require an ID to vote).

A registered voter not only votes in a Presidential election....they vote for their US Congress & US Senator....they vote for their State Congressman & State Senator.....Governor.....and local politicians (Mayor, Sheriff, City Council, School Board, Supervisor of Elections, etc). So, this person will need to declare a home in order to register to vote.

How the hell is she a US Citizen?

Her mother was born and raised in the USA. Her father went down to play hockey in college near Boston and met her mother, who moved to Canada and has lived there ever since. She has a passport so she's definitely a citizen.
