Question About the Michigan/Oregon Game

I had a question for any of you guys that know the rules of CBB well. This MIGHT be a dumb question, and I apologize in advance if it is. At the end of the Mich/Oregon game, Oregon called a timeout at the 4:15 mark. My question is why wasn't there an under 4:00 timeout? I thought there is an under 4:00 timeout. Does it have something to do with Oregon calling a timeout at 4:15? THANKS IN ADVANCE for the help!

I believe there is a rule that says if there is 30 seconds or less before an official tv time out then that team called time out becomes the official tv time out. If the time out by Oregon was called at 4:31 instead of 4:15 then there would have been another official tv time out at the under 4 minute mark. That's the way I understand the rules. Could be wrong?

There is supposed to be tv timeout under 4 period. In fact if team calls timeout under 4 before a dead ball can force the tv timeout then when comeback from that timeout first dead all will be the under 4 tv timeout

That's what I thought, but there definitely wasn't a timeout after the dead ball under 4:00. That's weird. and Russell Peters, it's definitely NOT a rule if a team calls a TO at the 4:30 or less mark because I just watched Xavier call a timeout at 4:15 and there was a TV timeout at the next dead ball, under 4:00. There has to be some rule that negated that under 4 timeout. I wish someone knew the correct answer.
