So more likely Willie can answer this than anyone.

Does the proposal to circumvent the plan by allowing state taxes to be donated to the state in the form of a charity have any chance of succeeding?

I think trying such will have a tough time of qualifying as a charitable contribution. You can contribute to public entities and take a charitable deduction, but you can't receive anything in return.

In this case, paying off your mandatory and legal tax debt is receiving something in return. I don't see how they can make the tax voluntary which is what it would take to make it a charitable contribution.

My opinion on a topic I never researched or discussed previously

I was watching CNN at the airport a few weeks ago and they were saying people were literally going to be dying in the streets due to the tax bill.

I guess we will have to wait for tax season and the law to kick in to see if this will hold true.
