The clock operator is part of a NCAA officiating crew.
All on-court officials now have frequency/pitch monitors so time starts and stops on whistles. (not sure how common that feature is though)

You'd be surprised how many subtle clock rules change from year to year. This season the rule changed that if there is a defensive foul in the front court, the offense gets 20 seconds on the shot clock ( if it was less ). The same with a kicked ball... I think that used to be 15 secs. And with the advent of replay, you've got a lot more stoppage to make sure that both the clock and shot clock have accurate settings
