Delaware is going to be the First State … with single-game wagering outside Nevada.

Gov. John Carney announced Thursday that Delaware Park, Dover Downs Hotel & Casino, and Harrington Raceway & Casino will offer single-game sports betting starting June 5. That would allow Delaware sports betting to beat New Jersey to launch.

“Delaware has all necessary legal and regulatory authority to move forward with a full-scale sports gaming operation, and we look forward to next week’s launch,” Carney said in a statement. “We’re hopeful that this will bring even more visitors into Delaware to see firsthand what our state has to offer.”

Delaware officials signaled earlier this month that they saw no legal hurdles preventing them from starting full sports betting. The state passed a law in 2009 allowing sports wagering except on Delaware-based teams.

The state also published a how-to guide on sports betting through the Delaware Lottery, which administers sports betting in the state.

“We have worked closely with Delaware’s three casinos to train lottery and casino staff in preparation for a launch of expanded sports betting, and Delaware is prepared to move forward,” said Rick Geisenberger, Secretary of the Delaware Department of Finance, which oversees the Delaware Lottery. “We will continue to provide public updates and additional information through the Delaware Lottery ahead of next week’s launch.”

Delaware was one of four states offering some form of legal sports betting under PASPA. The state had parlays grandfathered in under the 1992 law. New Jersey fought the federal sports wagering ban in the US Supreme Court, but it appears it will not launch until after Delaware. New Jersey’s legislature can vote on new laws on sports betting starting June 7.

Delaware plans to offer a wide gamut of wagers. This includes “single-game and championship wagering on professional baseball, football, hockey, basketball, soccer, golf, and auto racing.”

Left off the list are college football and basketball, two of the biggest drivers of sports betting revenue in Nevada. State law allows for college wagering in Delaware and it was included in parlays, but the release does not include it.

No college sports?? Well there goes the Saturday crowd & business......terrible move to leave college off the list.....Vegas has no problem taking college bets for decades.

I wouldn't give up on college sports in Delaware. It might only apply to in state teams.

Delaware has offered parlay NFL wagering via partial exemption under PASAP for about a decade.
Bettors will be able to bet on single-game and future betting on MLB, NFL, NHL, NBA along with soccer, golf, and auto racing starting next week at Delaware Park, Dover Downs Hotel & Casino, and Harrington Raceway & Casino, according to a news release.

Delaware Finance Secretary Rick Geisenberger said his office has been closely engaged with the state's three casinos as they train their employees on the rules of the new system.
“We will continue to provide public updates and additional information through the Delaware Lottery ahead of next week’s launch,” he said in a statement.
The Delaware Lottery has published an online betting tutorial for SportsPick, the state's sports gaming product.
While the state didn't immediately announce whether it would offer college betting, it is expected college football will be offered. Under the state's lottery regulations, no bets can be taken on the state's two Division I colleges (Delaware State and the University of Delaware).

Here is the Delaware sports betting guide

Its a pretty bad Web site and I don't see anything about limits.

I can't possibly think it will be as low as what "I heard" they took for parlay cards..... Someone told me several years ago it was a $100 limit, but you could play multiple cards.... Have no real idea.

Harrington has not responded to my email about season total wins for college football. I will only make 1/2 dozen trips a year when they are in full gear, so it would be nice to know if this is offered.

Parlay limits are higher than $100, I'm.not sure what they are tho......& with legal betting passed, it should be higher than what it was.

Did I read that Delaware wont be taking bets on NCAA ?

I'm only guessing, but I think it's a 95% chance that they will offer college wagering. I'm a little disappointed in their website at Harrington, Delaware,'s casino (Murphy's). No details listed yet or as of yesterday.

Delaware will take all college action except for any on Delaware schools.

Just heard a commercial for Delaware Park sports betting starting tomorrow. If my capitals bet hits tonight I’m gonna head over there tomorrow to place one on game 5.. it’s about an hour and a half drive , easier just to place a bet on nitrogen .. I just want to experience it lol

Delaware expands sports betting following court ruling. What you should know


The First State, which already had allowed multi-game bets on professional football, will now let gamblers bet on single games for a variety of professional sports.

If you win more than $5,000 from gambling, you can generally expect the payer (i.e., the casino) to withhold 24 percent for taxes.


If you plan to head to Delaware on Tuesday to take advantage of its opening day for legalized sports betting, don't forget your winnings won't be all yours.

The IRS will want a piece of the action.

"The amount of gambling winnings, less any losses, gets tacked on to all other income you have … and is taxed as ordinary income," said Bill Smith, managing director at CBIZ MHM's National Tax Office in Washington.


Delaware's legal sports wagering kicks off at 1:30 p.m. on Tuesday at the state's three casinos. The move comes just weeks after the U.S. Supreme Court struck down a 1992 federal law that had banned sports betting in states that didn't already have a law on the books, such as Nevada.

Delaware already had a partial exemption to the law and offered parlay betting — multi-game bets — on pro football.

Now, however, gamblers there will be permitted to bet on single games and championships for a variety of professional sports, including baseball, football, hockey, basketball, soccer, golf and auto racing, according to the governor's office.

The "First State" is beating its peers to to the punch on rolling out sports betting. Lawmakers in New Jersey — which had challenged the federal law banning it — are expected to consider legislation this week that would regulate such wagering.

Other states moving toward offering it include Pennsylvania, West Virginia and Mississippi.


As for taxation of your winnings: The new tax law that took effect this year continues to allow winners to deduct their gambling losses up to the amount of gambling income, as long as they itemize their deductions instead of taking the standard deduction. The information gets reported on your Form 1040 as "other income."

Be aware that because the standard deduction nearly doubled for all taxpayers and most deductions were eliminated, fewer taxpayers are expected to have enough deductions to make itemizing worth it.

Professional gamblers, meanwhile, face other rules for 2018 through 2025: When they deduct their expenses (i.e., traveling to and from a casino), they must add them to their gambling losses when calculating the value of the deduction instead of writing them off separately as a business expense.


Generally speaking, if your winnings are above $5,000, the payer, such as a casino, is required to withhold federal taxes. Effective this year, that withholding rate is 24 percent, down from the previous 25 percent.

However, don't assume the amount withheld is what you'll actually owe on the money.

"The casino doesn't know if you make $12,000 a year or $26 million a year," Smith said. "They withhold at that rate, but they don't know what tax bracket you'll be in."

Taxes also might be withheld on winnings less than $5,000 in certain situations, such as if the amount won is 300 times the original bet (i.e., a $600 win on a $2 bet).

Additionally, depending on how much you win, you'll receive a Form W-2G from the casino. Even if you do not, the IRS still expects you to pony up at tax time.

Any word on minimum / maximum limits ?


Not yet listed on website on Murphy's (sports book for Harrington).. Looks like after tomorrow's opening at 1;30pm; they will open at 11am for the sportsbook.. It does list college football, but no details as to total wins or not. Something tells me they won't list maximum wagers, but no real idea.
