A conservative watchdog group has filed an elections complaint against Democratic Rep. Maxine Waters that accuses her campaign of charging fellow Democrats to be included on her sample ballot mailer.
Waters, a longtime lawmaker from Los Angeles, has called for impeaching President Trump and told supporters they should confront administration staffers when they see them at restaurants and public areas.
A July complaint filed with the Federal Elections Commission accuses Waters of improper coordination as it relates to sample ballots she mails out to 200,000 households.

The complaint by the conservative National Campaign Legal Center cites a $35,000 payment from the California state central committee to Waters' campaign. Another filing states that the funds were earmarked for now Sen. Kamala Harris, according to the complaint.
She got listed on the sample ballot slate that Waters sent out.
An individual who wants to make a contribution to a member of Congress is limited to a $2,700 limit. But the sample ballots could be a way for a campaign to make a larger contribution.
A scond complaint focuses on $750,000 in payments Waters' campaign has given to her daughter since 2004.

Taken together, the practice allows California politicians at either the top of the ticket or down below waters to steer large contributions to her effort, and indirectly subsidize work going to her daughter's firm, which produces the mailers.
'Maxine Waters found an old provision and turned it into a cottage industry,' Tom Anderson of the Tom Anderson, National Legal and Policy Center told Fox News.
Congressional rules do not prohibit lawmakers from hiring their family members as long as real work is performed.
A message to Waters' office wasn't immediately returned.
The group's complaint cites the $35,000 to the Waters campaign for it to include its endorsement of Harris in the mailer when she was running for a Senate seat that year.
Waters first got elected to Congress in 1990.
