Yes, it is a tool for handicapping IMO. I look at Sagarin's SOS in the bowls every year, but you cannot go by these ratings, alone. These teams have played in conference for 8-9 weeks so it is difficult to ascertain their true relative power ratings. Sagarin, for a few years, has overrated the Pac 12, maybe not this year, though.
So look at early results, a few years ago ACC was very successful, last few Pac 12 has been terrible ATS in bowls...
