Don't know that exact saying about scared money but in this scenario
our fictional friend is doubling up.

2 Dimes each on

Virgina Tech. (Didn't bet Vgina last time, is this time)
Pittsburgh (Smart kids go to Stanford, Pitt is tough steel town)
Oregon (didn't they play in championship game a few years back)
Missouri (Oklahoma schools suck, Bama was up 28-0 on other OU)
Utah (smart kids go to NW and Utah isn't Catholic at least)
A&M (Everything is bigger in Texas)
