My feeling is Horowitz may have slowed his own investigation in order to avoid a conflict or appearance of "obstruction" with Mueller, but now that Trump has been cleared it's full speed ahead!

If the Trump campaign or any one of its members were the subject of a counter-intelligence operation, then yes I would expect that those subjects were surveilled ... or spied on.

If some intelligence agency was tasked with monitoring Russia and surveilled members of the Trump campaign as part of a counter-intelligence operation on Russian agents.

Both the Trump and Clinton campaigns were informed by the FBI in mid August 2016 that the Russians were actively engaged in efforts to disrupt the 2016 US elections. This was part of the initial foreign intelligence briefings routinely given to Presidential candidates once both have been fully nominated at their respective conventions.

I'm impressed with Barr so far. He seems like a no-nonsense law and order hard-ass who doesn't put up with any shit or shenanigans.

Of course Democrats are now attacking him relentlessly which means he's right over the target.

You can't have legal surveillance if the premise in which a warrant is approved is false/didn't exist.

What happens if police execute a search warrant on a house of a suspected murderer looking for evidence of a murder but the items in the draft of the warrant don't exist and were falsified to satisfy a judge in order to obtain the warrant? What happens in that instance?

That's right, all evidence confiscated in the house is thrown out and can't be used in court. That means the search was not legal.
