headwind in the stretch

some announcer was saying that a strong headwind in the stretch
would help the front runners since the closers would have a harder
time closing. this makes no sense to me but maybe it should.

I would think a front runner would tire even faster. I could be wrong too. Wonder if drafting would come into play?

i know that plays in harness racing although i've never looked at a harness race. could be it still matters in thoroughbreds.
