May 28, 2019 – The Canadian Government has issued a security warning for Canadian citizens wishing to visit Costa Rica, urging citizens to exercise a high degree of caution when visiting Costa Rica, especially for female visitors.
The reasons cited for this warning are:
Crime: The rate of drug-related violent crimes, including homicides is on the rise. Drug trafficking is common. Local drug use, including crack, is a major concern.
Violent Crime: Violent crime against foreigners, though not frequent, is a concern. Incidents of armed robberies, carjackings and home invasions have occurred in beach areas and in the Central Valley region, even in broad daylight.
Express Kidnapping: Cases of express kidnapping, where victims are picked up from the street and forced to withdraw funds from ATMs have occurred, sometimes at gunpoint.
Petty Crime: Including pickpocketing and bag snatching, occurs frequently. Tourists are common targets for theft.
Theft from vehicles: Theft from vehicles is very common, especially at hotels, supermarkets, restaurants, store lots, national parks and beaches.
Fraud: Credit card fraud is a growing problem.
Women’s Safety: Incidents of sexual assault against foreigners at beach resorts and by taxi drivers in San Jose have been reported. Women are advised to be very aware of their surroundings at all times.

The security warning suggests ways in which Canadian citizens can protect themselves at the beach, in their hotels, on the highway, on buses, in taxis, and in other situations of risk. Tips on how to protect one’s passport, backpack, wallet and purse are included.
The US Embassy issues warnings to its citizens via the SMART Program, which all Americans traveling are encouraged to monitor for warnings. The security status of Costa Rica has not changed for Americans.
