I would say check Phil Steele's magazine when it comes out?

Problem is that its still "early" as players are still on the move or blah blah blah.

1 poster last year brought up "returning starters on the offensive line". That was a great tool for early season games (however i never tracked to see how it went)

With the new 'transfers gone wild' rule, it will be very difficult to get a true number for
returning starters until the season starts.

I've always valued the number of offensive line starters returning, especially if all five
are returning. Last year, their were 18 teams with 5 OL starters returning. Of the 18
teams, only 4 had losing straight up records. Also, of the 18, only 5 had losing against
the spread marks. The overall ATS record for all 18 teams was 120-103. Utah State
led the way going 10-3, while Wisconsin posted a 4-9 mark.

Add a returning starter quarterback to the mix and it gets interesting.

athlon sports college football preview magazine is out and pretty good. dont know if buying a whole magazine is worth the info your looking for but i usually get it every year and always helps when you get those games outside of the top 25 with no name teams and you gotta do your background research.
athlons magazine just came out.

Because of returning production, the following teams should improve their
records over last year.

1. Western Michigan, 7-6 (2018)
2. Tennessee, 5-7
3. Texas State, 3-9
4. Southern Miss 6-5
5. Rice, 2-11
6. Florida International, 9-4*
7. Memphis, 8-6

*About the same as last year.

These teams records should be worse this season because of lack of returning
production.

1. UAB, 11-3
2. Fresno State, 12-2
3. UMass, 4-8
4. Buffalo, 10-4
5. Navy, 3-10*
6. Colorado State, 3-9*

*About the same as 2018.

At first glance I think the transfer portal rule is awful! There's literally no way to prepare as far in advance for the season with multiple year starters and key positional players still not enrolled for the fall.

Speaking without thinking too much about a proper fix, but can't this be done in such a way that all decisions are made my the end of May at the latest, or much earlier? The whole thing smells of big vs. small school politics.
