A Mexican with strong ties to Costa Rica and a 20-million dollar bounty on his head, Rafael Caro Quintero, is now #10 on the FBI’s Most Wanted List – and may well be hiding in Costa Rica where he has strong connections and many cartel friends. Quintero is wanted for the murder of Drug Enforcement Agent (DEA) Enrique “Kiki” Camarena, in July of 1985, as well as charges of drug trafficking, kidnapping, and murder. Quintero is known as the Narco of Narcos, and was the founder of the Sinaloa Cartel’s Costa Rica branch, supplying heroin, cocaine and marijuana to the United States in the 80s and 90s.
Agent Camarena had infiltrated Quintero’s Mexican cartel and was working with them on a 2,500 acre marijuana farm, when it was raided by Mexican drug enforcement, and all crops burned in 1994. Camarena was accused of telling them where the farm was located, causing Quintero at least a 160-million dollar loss. Quintero sought his revenge, allegedly having both Camarena and his pilot tortured and killed. The FBI is now seeking the public’s help in locating Quintero, and they have good intel that he might be hiding in Costa Rica. The FBI Most Wanted tip line is 1-800-CALLFBI, or 225-5324.
According to DEA’s Mike Vigil, there is very strong and credible information linking Quintero to the birth of the narco-trafficking business in Costa Rica. Said Vigil in a recent interview regarding Quintero’s whereabouts, “About Rafael Caro Quintero, what I can say is that his first option is to hide out in Mexico, his home country. He has perfect knowledge of where his homeboys have hidden previously, i.e., Chapo Guzman and Ismael “Mayo” Zamboda, but we have shared intel information with other law enforcement agencies that places Quintero quite possibly in Costa Rica, where he has highly influential contacts who can protect him.”

Quintero was in fact arrested in Alajuela at his mansion “La California”, in April of 1985 while he lay sleeping, not far from the Juan Santamaria International Airport. He was accused of murdering an American writer and a dentistry student he mistook for undercover agents. The two victims were quietly dining in a restaurant in Guadalajara, Mexico, not aware that Quintero was about to host a private dinner party there with senior cartel members. Quintero ordered his thugs to take the writer, John Clay Walker, and dental student, Albert Radelat, down to a storage room where they were “interrogated”. Walker died of blunt force trauma to his head, while Radelat was wrapped in tablecloths, and buried alive next to Walker in a nearby park.
Reportedly, Quintero is now in failing health, suffering from prostate disease. He was, however, able to give a secret interview recently with Proceso magazine, in which he described the challenges of a life on the run, sleeping in a sleeping bag, never two nights in the same place. He stated that he is no longer a drug trafficker, and his only desire now is to finish off his years in peace.
