They knew they had Manafort with special council authority, Mueller was chasing him ten years ago and couldn't touch him through normal channels.
They knew they had Cohen from other investigations too. Neither individual is doing time for anything connected to Trump.
Every other charge was a crime created by Mueller's investigation into a crime he knew was never committed, only in LIBTARDVILLE is this considered justice.
while I would be interested to watch him explain how he edited testimony in his report to try and frame Trump this should really take about 15 seconds:
