New rule they are testing in that league , so of course it’s the first time

Agree there was no explanation to understand how this happened? Couple scenairo's

count was 0-1

was it a passed ball not TOUCHED by the catcher?

could it only happen on a batter with a count of 0-1 and no runner on 1st base

how can it be or the reason for it allowed

why is explained by an experiment but HOW

1. Base on balls
2. Hit by pitch
3. Fielder's choice (on uncaught third strike; catcher attempts to retire another advancing runner on the play)
4. Wild pitch (on uncaught third strike)
5. Passed ball (on uncaught third strike)
6. Error (on uncaught third strike; catcher either throws the ball away attempting to retire the batter-runner at first, or the first baseman fails to catch an accurate throw, etc.)
7. Interference
8. Obstruction (on uncaught third strike; most likely committed by first baseman or even the pitcher)

Would be a great question for Jeopardy Jim

Any passed ball on any pitch count can run to first. Not just after a 3rd strike like in MLB

The rule stated that batters may “steal” first base on any pitch not caught in flight and the batter may be thrown out if he tries to run

Other rule debuts in the independent league included the use of electronic strike zones, which have been labeled "robot umpires." In the Atlantic League All-Star game this past Wednesday, the home plate umpire had an earpiece hooked up to an iPhone that tracked balls and strikes using radar.

Other changes include moving the pitcher's mound back to increase offensive production and allowing a player one foul bunt on two strikes before he's called out. In MLB, if a player bunts the ball foul on two strikes, he is automatically ruled out

Pretty sure passed balls happen maybe not often however I wasn't aware of this rule and never saw anyone ever take advantage? Very interesting with being involved since Little League??? Thought it was an experiment??
