$500 Sportsbook Wagers at Dover Downs Sportsbook!

I returned a few days ago from Delaware .Played at Dover Downs sportsbook and casino...Managed to about break even with a couple of future football bets. But on the last day I was there (to cash a baseball bet before heading home) there was a NEW SIGN UNDER the teller windows, which read : All bets of $500 and over require a "Players card". That has not been there before.. Since I was in a hurry to beat the traffic, didn't have time to ask .. But that doesn't seem quite right to me at 500. Can I assume they are loosing money in the book and want to stop winners from betting?

On a side note, they used to have free soft drink machine located throughout the large casino floor. There were 3 that I know of and 2 had been removed. The one that was left, didn't half work right. This is all since Twin Rivers took over in Dover. I talked to a craps player who told me that the Casino and sportsbook in Harrington, Delaware (located 20 miles to the South of Dover, is NOT associated with Twin Rivers and while smaller is more players friendly. However, they have NO HOTEL and I had a 2 night free comped room at Dover.
