Ministry of Security in Costa Rica Request Investigation of Psychologists for Gun Permits

Authorities of the Ministry of Public Security filed a report to the prosecutors of the Association of Professional Psychologists requesting them to investigate a group of psychologists that are in charge of applying suitability evaluations to those requesting a license to own a gun.
According to the Ministry of Security, several psychologists are issuing a significant number of tests in the system on a daily basis, for instance, some register 25 tests in one day.
The regulations of the Association of Professional Psychologists in Article 12 establishes that the recommended time to apply a suitability test of this kind is of 6 and a half hours.


The objective is that the Association can run an investigation and establish if the procedures of the professionals are adequate and within the normative and ethical frame in order to continue efforts towards applying better controls in the process of obtaining the permit to carry a gun.
“It is necessary to create a strict control over the process of issuing a license to carry guns, more so after the last ruling by the Constitutional Chamber that ratifies the obligation of the Executive Branch to define the regulations of permits to carry firearms”, commented Eduardo Solano, Vice-Minister of Public Security.
In addition to filing the report, the Ministry of Security will give access to the tool “Control PAS” to the Treasury Department so they can verify if there is a correspondence between the number of tests registered by each psychologist and the profit filed in their tax report.
