As more and more places make it legal to bet on sports, I have to believe at some point they will allow at least in state online wagers as well. Which books could make the transition and be successful?

Some or maybe many of the legal states charge a big price for a license. Pennsylvania comes to mind... I think the top 4 or 5 offshore books could do it, but there's not much incentive anyway would be my guess.

What are you all talking about? Online wagering within NJ has been legal since July of last year. FanDuel, Draftkings, Sugarhouse etc.

I thought RPM meant an offshore book looking to open a physical place in a state where it's now legal..My reference was to the cost of a license to do business..The online wagering that comes with it is secondary. May have misunderstood the question.
