Totally agree it is a joke.
They should INCREASE the yardage on a lot of the penalties to prevent the NUMBER of penalties per game. Players have found ways to cheat, subtle arm holding / bumping / etc, and in so many instances, depening on down and distance to go and time on the clock and score of the game, it is SO WORTH IT.
Example: DBs 5 yards for holding? Make it 15 you will get a cleaner game, more wide open, fewer penalties and game stoppage.
