Multiple people at the top are to blame.

And staff should also be wise enough to know that there would be serious problems if things like what is happening now came about, and could be involved in pushing that point across to those in charge, the government, or whoever needs to hear it.

The "people at the top" are far far far away from the people like Doctors, nurses, EMTs, etc the actual boots on the ground per say...

You understand the difference in the "voice" a Dr. nurse, EMT, has compared to "the people at the top" correct?

The "people at the top" are business people concerned about the dollar bill....The "medical field" would be considered Dr. Nurses, EMTs, etc concerned about helping others....BIG difference.
