I admit that I'm a novice, new to the stock market.

Has anyone paid for investment advive from places such as Zacks or Motley Fool?

Are they worth it, or just another version of a tout?

They very good, sometimes. I know nothing about Zacks, but I do the Motley Fool and I think they're pretty good although I've moved away from trying to pick specific stocks. I don't have time for that, I'll never become an expert, so I prefer mutual funds with good track records with good managers who stay true to their discipline. For example, I don't want to own an emerging growth fund that's invests in fortune 500 companies (overly simplistic example by design)

I used to subscribe to a news letter 30 or so years ago called something like "The Contrarian" and they were really good. I wish I still owned every stock I ever purchased, never sold one, I'd be so far ahead of the game. I've seen real wealth, I network with estate attorneys that have seen real wealth, and none of those real wealthy people were traders. They all buy and hold, without one exception.

Motley Fool was more of an internet 1.0 company, they hit some big multi-baggers in the late 90's/early 00's that still go towards their newsletters return. So it does kinda skew the return. Also, if a newsletter doesn't do well they pretty much just close them. So you get survivorship bias w/ the newsletters that are still open.

If you're just trying to gamble a bit, it isn't bad but the lions share of your money should be in index funds of some sort.

Yeah, I have a small % of my portfolio in individual stocks, just to fool around with, but agree here, on the index funds.
