[h=2]TOPLINE[/h] The Trump administration plans to end the deployments of more than 40,000 national guard members helping states combat coronavirus a day before thousands would become eligible for federal benefits, Politico reported Tuesday, drawing immediate criticism from Democrats.

Paul Ratje/AFP via Getty Images [h=2]KEY FACTS[/h] A senior FEMA administration official said on an interagency call that the Trump administration will allow the deployment of the workers, who have been helping states to test residents and trace the spread of the virus, to expire on June 24, 2020.
The decision would leave many workers one day short of the 90 days of emergency service needed to move up their retirement by three months and get 40% off tuition at public colleges and universities.
A National Guard spokesperson told Politico that a decision to extend the deployment could still be made in the next few weeks.
A bipartisan group of lawmakers warned the administration in a letter in April that ending the deployments too early “could contribute to a possible second wave of infection.”
Representative Max Rose (D-N.Y.), a former National Guard member who helped set up a hospital in Staten Island, slammed the plan in a statement on Tuesday as “the definition of heartless,” arguing it is “economically unsound and puts our gains against Covid-19 at risk for some short-term, foolish budgetary gimmick.”


But Representative Adam Kinzinger (R-Pa.), also a former National Guardsman, defended the plan, arguing that emergency service days are cumulative and can be amassed later, though the National Guard Association told Politico that such deployments are rare and that the plan would likely deprive some workers of benefits.

[h=2]Chief Critic[/h] A number of Democratic lawmakers besides Rose have criticized the plan. Representative Josh Gottheimer (D-N.J.) tweeted that he was “alarmed” by the decision, Andy Kim (D-N.J.) called it “the wrong move at the wrong time,” and Carolyn Maloney (D-N.Y.) said it was “appalling” and accused the administration of “trying to shortchange our first responders.” Representative Tulsi Gabbard (D-Hawaii) called the move “despicable.” Representatives Sheila Jackson Lee (D-Tex.) and Brad Sherman (D-Calif.), Alma Adams (D-N.C.) and Danny Davis (D-Ill.) told Forbes they oppose the move as well.
Representative Don Bacon (R-Nebr.) told Forbes that he wants “states, territories and D.C. continue to determine the size and duration of their Covid-19 response based on their unique needs,” adding “I expect that Guardsmen will receive the benefits they are due based on their period of service.”
[h=2]Key background[/h] National Guard troops have played a key role in combating the pandemic in all 50 states. Units have been tasked with everything from helping to deal with surges in hospitalizations, removing bodies and enforcing stay-at-home orders and travel restrictions. The order had initially been set to expire on May 31, 2020, but a number of lawmakers and governors urged President Trump to extend it until June 30, 2020. Instead, the administration extended the deployment 24 days to June 24, which would leave the first group of guards who were deployed with just 89 days of emergency service. The administration’s plan comes as lawmakers debate how much the federal government should be supporting essential workers and first responders.
