same as I posted this morning with Pittsburgh...had 3 days to prepare but the plan was the same everywhere in (D) cities
1) do not safeguard your downtown shops or police precincts
2) have cops in the area but order them to just stand their guard and not take action
3) allow unfettered looting and destruction to a point arresting only people confronting you violently or that you personally witness putting other lives at stake (Molotov cocktails, knives, beatings)
4) once the situation is out of control close entrances into the downtown area
5) run to press and claim White Supremacists have come across state lines to destroy your city
6) seek Federal bailout for damages
Pittsburgh is probably the easiest city in America to block the entrance to the very small downtown area as it's either a tunnel or bridge to get in, similar to Manhattan on a tiny scale. Peduto purposely waited for things to get out of control before any police presence was noted yet in our downtown there is hardly a single resident where the violence took place...everyone either walked down from "The Hill" or drove over a bridge or tunnel by car or bus to get there. Embarrassing
