Of course he knew it was coming!! It had been coming since the 90s!!! Anyone with a brain could see that we were on the cusp on a global pandemic with threats like SARS, bird flu, etc.
President Clinton started working on pandemic threat and Bush came into Office and continued the work and handed off Obama a plan to work with and build on.
