Make it a 15 yard penalty. The rules are already set in favor of the offense. The spot of the ball is ridiculous. The NFL knows the refs don’t/can’t get it right and they already took away the ability to challenge it. Which didn’t work either because they didn’t want to make the refs look bad. The impact that spot of the ball calls have on the game is too severe for the foul committed. 15 yards/half of the distance to the goal and a fresh set of downs accomplishes enough. It’s got to the point where it is smart to throw it deep just to try and draw PI calls. No one wants to watch refs decide what’s PI because it takes away from the game.

The NFL owns the calls made during a game. A referee is never held responsible for blown calls. After the fact they’ll come out at times and say, yea, we blew that call.” And that’s it! No consequence. Hey look! Another big game! Guess who’s referee for that one? Same ref lol reason why owners, players, coaches don’t badmouth the hand that feeds them. ?
