IMPORTANT MESSAGE FROM PANAMA - GAMBLERS UNITE

The ones of you that have been reading the updates of my second mission to Panama on TheOffshoreWire are aware that albeit everything is in place for the Bond to be disbursed the current Minister of Finance Mr Norberto Delgado is unlawfully blocking the procedures.

As I will be visting Ms Moscoso, the President of the Republic of Panama later this morning I invite all players, even the ones not effected by this situation to copy/paste the hereunder text and send it to Ms Moscoso :

Dear Ms Moscoso,

I have come to learn that some honest people are being denied their hard earned money that should be made available to them by disbursing a bond in the hands of Panama’s Junta de Juegos that guarantees funds of the failed Company trading as Betpanam out of Panama City , Panama.

The players’ representative Mr Roberto Castiglioni is reporting from Panama City that the Minister of Finance Mr. Norberto Delgado, in his capacity of President of the Gaming Board, has signed the documents that allow such bonded funds to be distributed back in March 2004. However Mr. Castiglioni is also reporting that due to political pressure this action has not taken place yet.

What could we expect, the government is a lame duck administration with another party's candidate recently elected. Unfortunately at times like this rational things don't get done and stalling and outright dereliction of duty aren't unusual. Those still in power are just jockeying for money and a good position once they are out of office and I wouldn't be one bit surprised if this MOF ends up working somehow for one of the investors in Betpanam.

Does anyone know when the new administration officially takes office?

05/03 - Afternoon update
Further to this morning's meeting a shareholders meeting intended to come to a final decision on how to solve the situation has been scheduled for tomorrow, Tuesday, late morning.
In the mean time TOW has been informed that current Betpanam's management has received notice of termination from the Owners. This shall come into effect within the next two weeks.
This information leads TOW to believe that ownership will most likely suspend the operation pending finalization of outstanding issues. This decision could only be read as an act of clarity as it is still puzzling why the operation has kept accepting postup funds when it is obvious that Betpanam was insolvent , unless a cash injection would be made available.
