Does the United States Government frown upon presidential election wagering?

A wise old bookmaker once told me that taking bets on who will become president is something that the u.s. frowns upon. He said it is basically sticking your book in the face of the U.S. government. IMO, there is really no harm, no foul here. Anyone think there is an issue here?
