Borat- He's easy to find. Just go the county commissioner's offices or the city council's offices and you'll find Billy Walters. They're on his payroll. That's how he gets his zoning variances and other favors he needs to screw the residents here in Las Vegas. When Billy Walters tells them to jump, they ask "how high".
