Personally, I'd pick neither, but if you twisted my arm I'd say PHP.

(although proper web development is done using MVC II architecture - NOT page centric approaches having your webpages talk to the dB)

If you know how to do it, the answer is yes you can do it with less than 1k, but if you are planing to paying for that you better pay someone who knows, cause if you pay cheap at the end you will be paying more..
