The best way to slow down one sided action on the over, is to apply huge juice to that side, I know it is not popular with players. I remember the Horsehoe used to do that all the time for Wrigley wind games. You could play over 11.5 -65 at the Shoe, or over 13.5 even elsewhere. Most went over the 13.5, and left the Horseshoe alone.
