CLEVELAND, Ohio -- The Cleveland Browns have reportedly made a contract offer to quarterback Jeff Garcia.


According to the Cleveland Plain Dealer, which cited an unnamed source close to the deal, the contract is for two seasons and $8 million, including a signing bonus between $4 million and $5 million.

However, the Gilroy Dispatch of California reports Garcia's on the verge of signing with the Tampa Bay Bucs.

"He's going to Florida," Garcia's father, Bobby, told the paper. "This is a fresh start. He's going in there with guns drawn, fully loaded. He's going to give it his best shot. He said, 'Dad, I'm totally committed now. This is a new step in my life.' "

But if Garcia accepts the Browns' offer, the team will likely end its relationship with quarterback Tim Couch, who recently refused to take a salary cut. The reported offer to Garcia is more than what the Browns offered to Couch in an attempt to cut salary.

Garcia, who was released by the San Francisco 49ers on March 2 in a salary cap move, is a three-time Pro Bowler. Signed as a free agent in 1999 by San Francisco, the 34-year-old Garcia had thrown for 16,408 yards and 113 touchdowns in five seasons with the team. He also ran for 1,571 yards and 21 scores.

The signing might prove beneficial to Garcia, as there is a good chance he will be named the club's starting quarterback.

The Plain Dealer also reported that Cleveland has enough flexibility to keep Garcia and Couch without going over the salary cap, but would save about $5.8 million if it trades or releases Couch.

Couch has been inconsistent since being drafted by the Brown's in the 1999, but at times has shown promise. Last season saw him buried in Head Coach Butch Davis' doghouse, being thrown in and out of the Brown's starting lineup along with fellow quarterback Kelly Holcomb.

he will be awesome under gruden, tampa badly needed a mobile QB. with everyone hopefully healthy to start the season, tampa will be a damn good team.

I have to disagee Rob. Ive been a Tampa fan all of my life, and QB is definitely not what they need. Tampa has struggled with finding a decent offensive line the past few years, and thats the problem, not Brad Johnson. Brad Johnson may not be that mobile, but Im willing to go as far as saying Brad is combined, the smartest and most accurate QB in the NFL right now. They have signed a couple offensive lineman via free agency, and this may help. Do you know who the 3rd most accurate QB is in NFL history after JOe Montana and Steve Young ?

hache disagree here

johnson cant make plays consistently

when the play breaks down he cant improvise and create more time

w/ the same off line he will break down def w/ his feet

do you know who had mor yards throwing than joe montana and steve young in sanfran

i beleive key west just cant wait

Is Brad Johnson really the problem in TB? I didn't see every game but it looked like inconsistent play by the offensive line, the lack of a running game, and a few injuries at WR.

he is not the problem but he isnt a playmaker

2 years ago the stars all were lined up

De Niro......Tom Brady isnt a "plamaker" either, But when he has the time, he picks people apart, just as Brad Johnson does. Mike Vick is the biggest "playmaker" in the league, but does that mean he's a better QB than McNabb.....Tom Brady....McNair.....or some others?

hache agree brady is a success because of his supporting cast

i think garcia is like mcnair. making plays w/ his feet and his arm

the off line is going to be weak again, best friend for off line is a qb who can get extra seconds and make plays out of nothing

garcia can revive that tampa offence while johnsons mobility will not w/ the same cast

gruden knows that

De Niro, I respect the opinions that you, someone who I can tell knows the game, makes. I would normally agree with you on the ability to scramble helping a QB situation, but in this case, I just can't. It takes much more than a pair of legs that can run to make the QB position successful. It takes smarts/brains, and an accurate arm. I give both of those areas to Johsnon easily over Garcia. Garcia wins the mobility area of course. The only way I can say that Garcia is the better fit here, is if what you think comes true, and the Offensive line struggles again. I think we have already improved the line quite a bit. I also think the additions we've made are going to make Kenyatta Walker grow up lightning fast this year, and he will finally be a factor later on. If the line is strong, I see no reason Brad needs replaced.......

Whats so great about Garcia? He couldn`t even hold down his 49er starting job this season....

I don`t think he adds much if anything to either team....


Brad Johnson is painfully slow, but very accurate...he wasn`t the problem IMO...injuries killed the Bucs....
