Gambling Being Considered in Several States
PENNSYLVANIA – As reported by the Pennsylvania Express-Times: "Nationally, legalizing gambling has taken a political front seat in many states.
"City councilors in Worchester, Mass., are considering a voter referendum on whether to legalize casino gambling within the city.
"Citizens of Rockaway Beach, Mo., will vote in February whether to provide a business license to a casino if state voters approve the casino.
"Voters in Vinton, Va., approved off-track betting at Colonial Downs -- Virginia's only parimutuel horse racing track.
" …By a 2-1 margin, two Indian tribes in Maine lost a bid to build a $650 million casino. But voters in Orange County, Ind., approved by the same margin an Indian casino.
"…William Eadington is professor of economics and director of the Institute for the Study of Gambling and Commercial Gaming at the University of Nevada, Reno.
"In the late 1980s and early 1990s, job creation and reversing economic deterioration were driving forces behind legalizing gaming in Mississippi, Iowa, South Dakota and other states, Eadington said. Lawmakers sought to import revenue from high-income areas without gambling into low-income areas with gambling.
"…Now, lawmakers looking to close budget gaps are turning to gambling, specifically so-called `racinos,' as a solution, Eadington said.
"…Slot parlors offer little more than good parking and essentially charge excess taxes on people in middle to lower income brackets, he said.
"Another nagging question is whether slot machines do anything to improve horse racing's attraction, Eadington said. Slot machines are popular, horse racing among the mainstream of society is not, he said…"
