I still can't access my account at these books. Are they still under attack by the hackers?

Try calling the respective books at the numbers shown above. Provide your account information and tell them that you cannot access the sites. They should be able to get you back online.

There are different players that are reporting different sites down when infact the sites are up.

My guess is these sites have accidentally blocked out some IP addresses in their battle with the hackers.

No, they won't/didn't pay. They sent an email to their players expecting downtime. I don't know of any books that plan to pay at this point. Hollywood has all but proved there is no reason to pay.
