I do not believe Pinnacle wants anything to do with the smaller players. Here is an example.
Just prior to the NFL playoffs last year Pinnacle had a prop bet up that I wanted to play. In order to take advantage of their offer of a 10% bonus and pickup of Western Union fees, it was necessary to send a dime minimum.
So I went to local Western Union, wired a dime, and several hours later checked my account. Balance was approx $970. I sent an e-mail (they do not like you to call) inquiring about fees and bonus, got e-mail back saying you have to send a dime net.
After several e-mails back and forth, they reluctantly agreed to pay fee and give me bonus. I got the distinct impression I was some sort of bother to them.
My advice to the $25 - $200 players is to fund three accounts offshore and have 1 or 2 locals. Stay away from the megashops like Pinnacle. Betworks, BHB, Gamblers Avenue, Skybook and others all seem to cater to a wider variety of players.

p.s. I guess I should say that if you are a dime or more per game player, and don't need to feel as if your action is appreciated, Pinnacle is a rock solid out. You do not need to worry about your money being safe.

I think it's slightly deeper than that. If your a low bettor then the best book for you depends on your betting style. If you play mostly favs, then a sharp book like Grande, Pinnacle, Cascase will save you a lot in vig. If you are a dog player then you can't go wrong at a place like VIP or Wagerstreet.
If you are completely random - I'd go with VIP. They love the square. They have a nice variety of lines. They pickup fees. They have a loyalty program.
