How can you be neutral when CR is on one of the extremes of safety?
Full safety is when you have good regulations in place with strong enforcement.
Minimum safety is when you have no regulations and no recourse if a wrongdoing occurs.
All countries which have legal betting activities fall somewhere between these two extremes. Costa Rica is on the lowest extreme.
It's true there are good books there and if you do your homework you can avoid getting scammed, but then that's true everywhere so it has nothing to do with the countries. But if you're comparing countries you have to consider what the government does to protect the player and in CR the answer is absolutely nothing.

So true Darryl & a question that has mostly been overlooked is why do the solid shops not help us. I had an idea posted about the good books putting warnings on their sites about rogue books like BML, ESB, Flamingo, etc...
So many new players seeing that glaring banner and sign up unknowing. I seen a web page this morning advertising BML as top book.
