Just brainstorming here but maybe they had no choice per a long investigation. I know that Antigua gaming would have been involved real fast for big Ron Mcginley reads these forums religiously.
I think this coupled with the fact that it was handled poorly from the get go makes this a case for the record books. I hope something like this never happens again. The only way that they pay this guy is if it REALLY WAS a legit play and no software hack or scam.
