Is Terrorpools.com an experiment of some kind by the US Government?

How does the government excuse this and try to ban sports wagering? What is the motive here? Why not step up and do sports wagering as well?

Looks like its just a joke. The actual terror-market thing was scrapped by the goverment quickly after it became news.
