Does anyone know where I could find out what states DO NOT allow internet gaming, via casino/sportsbook?

You would probably need to go to an attorney and get them to tell you. But make sure they put it in writing!

Good question bigbet1234. I think there are only a very few that do not allow it. Maybe someone will elaborate.

Some may try to enforce it, but I don't see how they can. Is there really anything they can do. I am sure there is online gaming in every state.

I THINK only n. dakota and minnesota have state laws that would have penalties for online gambling.

Just the act of placing a gambling wager is a misdemeanor in many, if not most states.

Many states have lotteries, horses,and casinos (New Jersey,Indiana,Missouri,Mississippi
etc...)so blanket laws against gaming are probably not as common as you think unless the laws make exceptions for these types of gaming activities and specifically mention online and internet gambling. Most states seem to rely on Federal law against gambling and the wire wager act. Someone correct me if this sounds off base.
