ATLANTIC CITY - A New Jersey woman made history Wednesday, becoming the first gambler on the state's casino self-exclusion list to cause a forfeited jackpot.

The Casino Control Commission ordered Caesars to turn over the woman's $1,600 slot jackpot along with $80 she had remaining on the credit meter.

The woman, identified only as W.I., never actually collected the Oct. 5 winnings because Caesars employees discovered her status when they went to pay her jackpot. Caesars promptly notified regulators.

When registering for self-exclusion, a gambler acknowledges that "I shall not collect any winnings or recover any losses" from the casinos while their name is on the list.

A total of 148 people are on the self-exclusion list, which lets compulsive gamblers voluntarily ban themselves from all casinos for one year, five years or a lifetime. The program began Sept. 10, 2001; W.I. registered five weeks later.

Minors can't win, either

The casino commission also ordered three other casinos to forfeit jackpots hit by minors:


David Chan, of Egg Harbor Township, won $1,500 at Trump Marina one year ago.


Rodrigo Gutierrez, of Plainfield, won $12,500 at Trump Taj Mahal last July.


Ana Paz, of Washington, D.C., won $1,000 at Trump Taj Mahal in 2001.

Slot attendants on own

In another matter, commissioners allowed slot attendants using a jackpot-payout machine to pay winning wagers of up to $10,000 without a security guard present. The current limit is $1,200.

"It just seems that $10,000 is a big number for a slot attendant to pay alone," Commissioner Michael Epps said.

He voted to approve the measure after Deputy Attorney General Maureen Williamson, representing the Division of Gaming Enforcement, noted that such transactions would be monitored by casino surveillance and that $10,000 is consistent with other regulatory limits.

The jackpot machines are tied to a casino's slot monitoring system to verify the validity and amount of a payout.

Williamson noted that such jackpot machines and payouts soon could be obviated by the increasing presence of coinless slots that pay winnings with bar-coded tickets.

Don King rival licensed

Casino commissioners granted a service-industry license to boxing promoter Murad Muhammad's M&M Sports even though he has outstanding federal tax liens of $272,000 and unpaid federal income taxes of $129,000.

Muhammad was hit with a $3.5 million judgment stemming from a 1981 bout involving heavyweight Larry Holmes.

The DGE said it is "clear" that Muhammad's ability to pay the back taxes hinges on his winning a $11 million lawsuit against rival promoter Don King. Muhammad alleges in the suit that King failed to pay Muhammad his due amounts from a 1991 heavyweight bout between Mike Tyson and Razor Ruddock.

Muhammad is trying to negotiate a compromise with the Internal Revenue Service in the meantime.

The DGE said failure to pay income taxes does not necessarily reflect poorly on the more important issue of an applicant's good character, honesty and integrity. The division said it found ample evidence that Muhammad is a model citizen and worthy of a gaming license.

Trop pays for violation

Tropicana paid $22,000 to settle charges that it gave a high-roller $30,000 in cash before he signed a counter check. The casino violated credit procedures when its computer system went offline and the gambler became agitated that he could not get the money fast enough.

Commissioners passed a rule that lets gamblers buy gaming chips at the casino cage instead of only at gaming tables. The rule was temporarily adopted last July.
