A book I play at has the following quotation in their rules section:

"Las Vegas rules, regulations, payoffs and wager types apply where not covered herein."

Where can one find these supposed official las vegas rules in case you can't find what you are looking for in the rules section of the site itself?

These are the rules from Leroys who operate a bunch of books in Vegas.

Sports Book House Wagering Rules and Regulations are provided for your informations. You can review the complete set of rules below or press a button on the left for just the section that interests you.
GENERAL

Management reserves the right to add, delete, or change the Sports Book House Wagering Rules and Regulations and/or payroll odds.

Management assumes absolute responsibility for paying the mandatory 0 .25% Federal Excise Wagering Tax required by law for wagering on sporting events.

Management reserves the right to refuse any wager or delete or limit any selection(s) prior to the acceptance of the wagers.

Management determines the minimum and maximum wagers on all sporting events.

Accepting telephone wagers from outside the state of Nevada is strictly prohibited.

Odds or lines appear on the television monitor(s), sports wallboards and/or scratch sheets. Odd or line changes appear at the bottom of Leroy's current odds and final score monitor(s). A change to the sports wallboards will occur within 45 minutes. We maintain no PA equipment in the sports book. For the most current odds or lines, check with ticket writer. All odds or lines are subject to change.

Payoffs over $20,000 may be delayed until the next regular banking day.

Wagers may be accepted at other than the manually posted odds.

TICKET ACCURACY

A. Please check your ticket (receipt) for accuracy before leaving the wagering counter.

Tickets go as written and cannot be altered or disputed after the fact.

Once a wager is accepted by both parties, tickets will not be altered or voided prior to the start of said event except at the discretion of management and with the approval of both parties.

Management will keep a record of all point spreads, odds, final scores, and related proposition statistics and wagers to protect both the customer and management in the case of obvious mechanical or human error.

B. Management is not responsible for lost, stolen, altered or unreadable tickets.
C. Wagering tickets are void after 30 days from conclusion of the event. Winning tickets may be mailed in for redemption. See the reverse side of the wagering ticket for mail-in collection instructions and address.

DEFINITION OF"ACTION"

A. All football, basketball, hockey, and baseball games must be played on the date specified.

If a game is postponed and/or rescheduled to a later date, said game will automatically constitute "no action" for wagering purposes, unless otherwise stipulated.

Boxing matches must go within one (1) week of specified date to be considered "action" unless otherwise stated.

B. Except as noted below, all other events must be held within one week of scheduled date to be considered action unless otherwise noted.

DEFINITION OF "OFFICIAL"

A. BASEBALL (major league, minor league, college and amateur): In all nine-inning scheduled games, winners and losers are official after nine innings of play unless the home team is leading after eight and one half innings.

Called games must go a minimum of five innings, or four and one-half innings if the home team is ahead.

The called games rule also applies to seven-innings scheduled games.

If a game goes past five innings and is subsequently called, the winner is determined by the score after the last full inning of play. (Except in a case in which the home team scores to tie or take the lead in the bottom half of the inning in which the game is called, the runs do count.)

B. BASKETBALL (college): After 35 minutes of play.
C. BASKETBALL (professional): After 43 minutes of play.

D. BOXING (professional or amateur): When bell (buzzer, etc.) is sounded signifying the start of the opening round, the bout is considered official for wagering purposes, regardless of the scheduled length.

E. FOOTBALL (both college and professional): After 55 minutes of play.

F HOCKEY (professional, college, and amateur): After 55 minutes of play.

G. OTHER: All other contests that involve a scheduled length of play or time limit must play to their conclusion or have five minutes or less of scheduled playing time remaining when the contest concludes in order to be considered official for wagering purposes.

WAGERING ON "TOTALS"

A. When wagering on "totals" (i.e., over or under) on contests involving a scheduled time limit, all game wagering rules applicable to minimum length of play requirements shall also apply to "total" wagers, (i.e., contests must play to their conclusion or have five minutes or less of scheduled playing time remaining for "total" wagers to be considered "action").
B. When wagering on baseball "totals" (i.e., over or under) or "Run Lines", the game must go at least the regulation nine innings (eight and one-half if the home team is ahead) for a scheduled nine-inning game and seven innings (six and one half if the home team is ahead) for a scheduled seven-inning game.

If the game goes past regulation innings and is subsequently suspended or postponed, it is considered to have "action" and the winner and loser shall be determined by the score at the time the game is called. In the case where the home team does not bat (complete their turn at bat) in the bottom half of an extra-inning game, the score reverts back to the previous full inning of play.

Listed or specified pitchers must start in over/under wagers or "Run Line" wagers or there is "no action".

INCLUDING OVERTIME PERIODS

A. When wagering on "totals", overtime periods are counted in the final score.
B. On half-time (in progress) wagers, overtime periods are included as part of the second half.

DETERMINING THE WINNER

A For wagering purposes, the winner of an event or game will be determined on the date of the event's conclusion according to house wagering rules and regulations. Management does not recognize suspended games, protests, overturned decisions, etc. for wagering purposes.
B. In all future (advance) wagering involving a recognized sport organization (i.e., Super Bowl, World Series, etc.) the winner, as determined by the League Commissioner, Chairman or other authoritative office at the conclusion of said event, will also be declared the winner for wagering purposes. On all future book wagers (advanced wagers) there are no refunds.

BASEBALL RULES

A. Baseball wagers are accepted in the following manner:

Action: Team against team regardless of the starting pitcher.

One Specific Pitcher: A wager on or against one specific pitcher regardless of the other starting pitcher. The specified pitcher must start or the wager is deemed "no action."

Both Specified Pitchers: A wager that specifies both starting pitchers. Any variation constitutes "no action".

NOTE: Each team's starting pitcher is defined, for wagering purposes, as the pitcher who throws the initial pitch.

B. In the event of a pitcher(s) change prior to the start of a baseball game, money odds may be adjusted. If one scheduled pitcher starts against an unscheduled pitcher "action" and live "one specified pitcher" wagers will be computed at the opening price established with the new pitcher.

BOXING RULES

A. For betting purposes, unless otherwise stipulated, matches are action when the bell, buzzer, etc. is sounded signifying the start of the opening round; the bout is considered official for betting purposes regardless of the scheduled length or title.
B. In boxing, a full round is defined as one in which the bell, buzzer, etc. has sounded signifying the conclusion of such round. If a fighter is counted out or the bout officially stopped prior to the bell, buzzer, etc such round is not considered a full round for wagering purposes.

C. All boxing straight win wagers will have action regardless of any changes in weight class, scheduled length of the bout, or championship sanction unless otherwise stipulated. All boxing round, K.O. or decision proposition wagers are no action if the scheduled length of the bout is changed.

D. On boxing K.O. proposition wagers, K.O. includes knockout, technical knockout, disqualification, technical decision, or any other stoppage unless otherwise stipulated.

E. On boxing decision proposition wagers, decision means the fight must go the entire scheduled distance.

CAR RACING RULES

A. For wagering purposes the start of the race is defined as when the first car crossed the start/finish line when the green flag is dropped.
B. All wagers are action; no refunds except match-up propositions (see rule 10F).

C. All wagers are action, regardless of when the race is run to conclusion.

D. Wagers accepted on drivers only, not team or car.

E. The winner at the conclusion of race will be the winner for wagering purposes.

F In match-up propositions, all drivers involved in any match-up must start or the wager is deemed NO ACTION and all wagers involved in the match-up will be refunded.

GOLF RULES

A. All golf tournament wagers are action, no refunds, except for match-up proposition (see rule 11.B)
B. All golfers in a match-up must tee off to start the tournament, or that match-up is no action (NA).

C. Golfer with the better (lower) score wins the match-up (with equal rounds played) unless otherwise stated.

D. If one golfer continues play after his opponent has missed the cut, withdrawn (WD), or been disqualified (DO); the golfer who continues play wins his match-up.

E. If both golfers in a match-up are in a play-off:

Winner of play-off (and tournament) wins match-up.

All other play-off participants tie each other.

F Tickets may be cashed on the day following the tournament at 3:00pm.
